WZP-P2-T5 task breakdown with 7 subtasks:
- S1/S3: Prometheus /metrics on relay and web bridge
- S2: Per-session jitter/loss/RTT metrics
- S4: Client --metrics-file JSONL export
- S5/S6: Inter-relay health probes + mesh mode
- S7: Pre-built Grafana dashboard

Key design: multiplexed test lines between relays (~50 bytes/s)
provide continuous RTT/loss/jitter without meaningful BW cost.
